URA proposes new residential sites in Sengkang, Woodlands and Bukit Panjang, up to 14,000 new dwellings
The parcels in Sengkang remain in the Fernvale subzone, bounded by the Tampines Expressway to the North, Sengkang West Drive to the East, Fernvale Street to the South and Jalan Kayu to the West. 2 roads detached the 3 parcels. “The Fernvale area is an expansion of Sengkang town and brings locals closer to Seletar Aerospace Park,” claims Lee Sze Teck, senior supervisor of data analytics at Huttons Asia.
The easternmost parcel also comprises of a limited site zoned for residential, another place for a park, and a planned place zoned for health and wellness and medical care. The locations in this parcel may be built higher on average than the previous site, with a bigger gross plot proportion of 4.0 or 4.2.

The inner spot contains pockets of non commercial areas, a suggested site for a park, and a suggested area for a house of prayer. Most of the spots in this parcel will have a gross plot ratio (GPR) of 3.9 or 4.2.
Five land parcels were rezoned as part of the latest modification to URA’s Master Plan 2019. Three of the spots reside in Sengkang, one in Woodlands and the other in Bukit Panjang. The amendments are “to help with domestic property development that will support the demand for real estate in the places and also permit even more locals to have much easier access to facilities and public transport, says URA.
The westernmost parcel is suggested to be zoned as a pure housing site (based on detailed outlining). Huttons’ Lee reckons the westernmost location in Fernvale could house an MRT station for a brand-new line spreading from Woodlands to Greater Southern Waterfront and passing through Sengkang. If so, the brand-new terminal will serve the upcoming residential area in Fernvale. “Nonetheless, it may take years for thorough preparation on the brand-new line to be recognized,” he adds.
Different housing growth sites in the location include those on Anchorvale Road, which could generate in between 6,000 and 7,000 brand-new dwellings, adds Lee. Thus, anywhere from 10,500 to 12,000 brand-new homes could be offered in Sengkang in the future, including executive condos and exclusive real estate.
The 3 parcels in Sengkang have the prospective to be turned into a total of 4,500 to 5,000 new houses in the long term, Lee estimates. He strongly believes the domestic units are going to be a mix of HDB, executive condos (ECs) and personal housing.
2 other parcels re-zoned for household property development are at Woodlands Drive 17 and Bukit Panjang Ring Road.
The land parcel at Woodlands rests opposite the Singapore Sports School and can produce 1,000 dwellings, according to Lee. Reverse the road, a government land sale (GLS) site at Champion’s Way was offered for $904 psf per plot ratio in September 2023 to City Developments Ltd. The place can be developed into a 350-unit personal non commercial venture.
On the other hand, the site at Bukit Panjang is at the moment occupied by Beacon Primary School. Lee estimates that the location could produce 900 to 1,000 residence units and most likely be new Built-to-Order flats.
